How To Make a Border in Fireworks CS4
This is the easiest way I have found to create a border in Fireworks CS4. To do this, the image must be the only thing on the canvas. If the canvas is not flush with your design, do this first.
Next you will need to make the canvas larger. I know this seems weird because we just had the canvas fit against the image, but this ensures it is the same width all the way around.
Make sure your image is selected (with blue lines around it). Click Modify, Canvas, and Canvas Size.

I add 10 pixels to both the vertical and horizontal lines. Make sure the middle button (highlighted blue) of the anchor is selected so the additional canvas will be added to all sides equally. Hit OK.

You should have a small gray and white checkered area around your image.

Select the dashed rectangle button under the Bitmap section.

Left click your mouse, hold, and drag it across the entire canvas area (even the blank part). If you go beyond the area and let go, the lines will snap to the border of the canvas.

Click on the paint bucket under the Colors section and select the color border you would like. Select the color ball for more options. Hit OK when you have selected the right color.

Click on the paint bucket in the Colors section (the top one).

Click on the entire selection. This will turn the entire square the color you selected. Don't panic! It won't stay that way!

Double click outside of your canvas area to clear the dashed lines around the colored square.
Select the pointer tool and click the colored box.

You should now have blue lines around your canvas.

Next, select Modify on the top toolbar, Arrange, Send to Back.

And there is your border!
